Jeff
Matsuura is Of Counsel to ALG. Mr. Matsuura previously served as
Assistant Professor and Director of the Program in Law & Technology
at the University of Dayton Law School in Dayton, Ohio. He also has
served as in-house counsel for: TELE-TV, COMSAT Corporation, Discovery
Communications, Inc., MCI Communications Corporation, and Satellite
Business Systems.
Mr. Matsuura's areas
of legal
specialization include: Internet and electronic commerce legal issues,
telecommunications and computer law, media/entertainment law, digital
privacy/network security, intellectual property management & technology
commercialization, new venture & enterprise development, commercial
transactions, and antitrust in the technology environment.
In adition to software and online content developers, Mr. Matsuura's clients include social network operators, electronic commerce businesses, cloud computing systems, location-based tracking operations, user-generated content services, file-sharing systems and mobile apps developers. He has advised clients on the development, implementation and management of information privacy systems, policies, practices and procedures, including HIPAA compliance. Mr. Matsuura advises clients on intellctual property protection and management strategies, including out-licensing and in-licensing and the development of intellectual property holding companies. His practice includes providing counsel to major international scientific research and technology development groups. He has provided pro bono assistance to indigenous groups with respect to protection and management of traditional knowledge. In recognition of his work as a Fulbright Senior Scholar, Mr. Matsuura serves, at the invitaiton of the University of Otago in New Zealand, as an International Affiliate of that institution's Internet Research Group Otago (IRGO).
Mr. Matsuura earned a
B.A. degree from
Duke University, a J.D. degree from the University of Virginia, and an
M.B.A. degree from The Wharton School at the University of
Pennsylvania. In addition to his faculty position at the University of Dayton
Law School, Mr. Matsuura also has served as a member of the adjunct faculty of
the Northern Virginia Community College and the University of Maryland. Mr. Matsuura also previously
served on an advisory panel to the Virginia legislature's Joint
Commission on Technology and Science addressing issues associated with
e-government.
He has lectured widely
throughout the United States and internationally and is the author of
numerous articles and books on issues related to law, policy, and
technology including: Jefferson vs. the Patent Trolls: A Populist Vision of Intellectual Property Rights (University of Virginia Press, 2008); Nanotech Regulation and Policy Worldwide (Artech House, Inc. 2006); Managing Intellectual Assets in the Digital Age (Artech House, Inc., 2003); Security, Rights, and Liabilities in
E-Commerce
(Artech House, Inc. 2002), A Manager's Guide to the Law and Economics
of Data
Networks (Artech House, Inc. 2000) and is co-author
of the
treatise, Law of the Internet
(3rd ed., Aspen Law and Business 2008), and Global Information Technology Law (West Publishing, 2010) (with Craig Blakeley of ALG). Jeff and Craig also write a blog on Global Information Technology Law.
He is a member of the Virginia and the District of
Columbia Bars.
